The position is located in the Department of Veterans (VA), Veterans Health Administration (VHA), at the Montana VA Health Care System (MTVAHCS), Fort Harrison VA Medical Center (VAMC), Office of the Director. The Compliance Officer contributes to the fulfillment of VHA mission and vision by planning, designing, implementing and maintaining the IC Program policies and procedures within the healthcare system.

Duties

Acts as a subject matter expert and technical resource for implementing regulatory compliance programs and technologies. Distributes written policies and procedures that promote commitment to corporate compliance and address specific areas of risk associated with healthcare system business practices. Conducts facility risk assessments and uses the outcomes to develop the healthcare system's Compliance Program. Assists in the development and implementation of education and training for all healthcare system employees on issues related to the Integrated Compliance Program.. Coordinates and conducts investigations and remediation of identified compliance issues and develops policies to address federal health care program exclusions. Provides reports to Executive Leadership, including recommendations for changes and improvements to the Compliance Program and related activities. Maintains collaborative working relationships with key stakeholders, such as the Business Office, Health Information Management, Medical Staff, and Regional Counsel. Oversees the day-to-day operations of the Integrated Ethics Program, ensuring alignment with organizational goals. Supervises staff, including managing time and leave, counseling employees, and administering personnel management rules and regulations. Work Schedule: Monday-Friday (8:00 AM - 4:30 PM) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement - This series has the following Individual Occupational Requirement: You may qualify based on your experience/education as described below: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: A comprehensive knowledge of the organization and structure of healthcare delivery systems or managed care networks; Knowledge of laws and regulations governing business practices and standards in the healthcare industry standards; ability to apply analytic principles, theories, and techniques to healthcare management and operational systems; Knowledge of healthcare system operations sufficient to identify compliance risks relative to specific service lines, functional units, or individual positions; Ability to initiate, develop, and draft written healthcare system policies and procedures, consistent with VISN and VACO directives, to ensure local compliance issues are addressed; Skills in working effectively with healthcare system service lines or other organizational components in developing corrective action plans to improve the effectiveness, efficiency, and appropriateness of business practices. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements and Working Conditions: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
