The incumbent of this position serves as a Computer Specialist for the Management of Information System (MIS) department at the Fort Thompson, South Dakota. The Information Systems Services supports the health centers medical and administrative applications and various operating systems.
Duties
Responsible for managing the operations and improvements of the Resource Patient Management System's (RPMS) hardware, software, security, network, client/server interaction and clinical applications
Assures System and data are appropriately backed-up and runs system tests to assure restoration can be achieved as needed. Responsible for coding, testing and debugging the system to ensure data recovery.
Provides consultation and technical guidance to Area staff as the RPMS site manager.
Verbally communicates with Area staff to identify and resolve system related issues.
Provide presentations to senior managers on the RPMS operations.

BASIC REQUIREMENT(S):
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-05: Education: Bachelor's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks (transcripts must be provided).
OR
Experience: Your resume must demonstrate at least one (1) year of experience equivalent to the GS-04 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Basic knowledge of IT processing functions to understand the stages to automate a work process. Experience must have also included work with clients and customers to assess and/or address their needs and provide information or assistance relative to the products or services; communicate effectively both orally and in writing; and identify and resolve problems, determine relevant information, demonstrate using sound judgment, and making recommendations. Maintaining and installing operating system software, system software, and computer equipment.
GS-07: Education: One full year of graduate level education leading to a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or Superior Academic Achievement (SAA) from an accredited college or university. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. SAA is based on class standing (upper third), Grade Point Average (GPA) of 3.0 or above, or honor society membership (transcripts must be provided).
OR
Specialized Experience: Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Ability to communicate factual and procedural information clearly; gather and analyze basic facts to draw conclusions and solutions; general knowledge of a broad range of integrated health information systems such as Resource and Patient Management System (RPMS) and Electronic Health Record (EHR); basic knowledge of network configuration techniques, IT security principles, computer equipment, and system software to determine source of failures by diagnosing and independently resolving moderately complex IT related problems. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
GS-09: Education: Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that provided a minimum of 24 semester hours in one or more fields identified above and required the development or adaptation of applications, systems, or network from an accredited college or university. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study (transcripts must be provided).
OR
Specialized Experience: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Knowledge and ability to apply customer service and customer support principles and methods; knowledge and ability to install, configure, upgrade and troubleshoot any hardware and software components; present formal and informal training and assistance to customers; expansive knowledge of a broad range of integrated health information systems such as Resource and Patient Management System (RPMS) and Electronic Health Record (EHR), CACHE, and Mumps; expansive knowledge of Windows operating systems and software to include Microsoft Office applications, Active Directory, and Exchange; knowledge of LAN/WAN (Local Area Network/Wide Area Network) standards and equipment sufficient to install, configure and troubleshoot LAN and WAN components; expansive knowledge of IT security principles and standards.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
