Duties

Conducts in-depth analysis of proposals to evaluate the reasonableness of proposed contract prices. Prepares comprehensive recommendations on negotiation objectives concerning cost, profit, and price, and provides advice on cost and price matters. Performs cost or price analysis of proposals, involving complex cost structures of large corporations, cost and/or incentive-type contracts, initial productions runs, new product research and development that necessitate projecting changes. Prepares final in-depth cost analysis reports, which set forth the various negotiation positions recommended and forms the primary basis for final negotiation. Develops recommendations for procurement contracting officers to use in negotiations.

Qualifications

To qualify for a Contract Price Cost Analyst, your resume must support: Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes Performing in-depths evaluations of contractor proposals using price/cost analysis such as comparison of historical pricing, review of actual and estimated expenditures, and established rates to determine a negotiation position. Negotiates complex issues related to questioned costs or price information on contractor proposals. Utilize methods and techniques of fact-finding, analytical skill sufficient for analysis and resolution of complex problems, including knowledge of procurement regulations and policies as it relates to price / cost analysis. Communicate orally and/or in writing with other Government agencies to obtain critical information necessary to evaluate contractor cost proposals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
