About the Position: As Chief, Regional Planning & Environmental Center (RPEC), the incumbent is responsible for the overall planning function for the four Districts of the Southwestern Division: Fort Worth District, Galveston District, Little Rock District, and the Tulsa District.
Duties
Review long and short range goal and objectives prepared by subordinates.
Manage the development of policy changes in response to changes in levels of appropriation or other legislated changes.
Manage organizational changes, or major changes to the structure and content of the program or program segment directed.
Exercise discretionary authority to approve the allocation and distribution of funds in the organization's budget.
Plan schedule, organize, and coordinate planning support activities upon request from major commands and installations.
Design and prepare contract documents for various types of environmental contracts.
Coordinate with contractors concerning all work to be performed under the contract and conducts negotiation to secure a fair reasonable cost for the work.
Approve selections, promotions, performance ratings, awards, overtime, training, suspensions and other disciplinary actions.
Approve performance standards, hearing and resolving group grievances and serious employee complaints, and promoting team building.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Managing planning and environmental programs/projects for civil works, military customers and interagency programs; AND 2) Managing or monitoring planning and environmental contracts; AND 3) Supervising or managing an interdisciplinary team of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
