This position serves as a Program Support Assistant performing a wide variety of procedural, technical and administrative work in support of the Consolidated Mail Outpatient Pharmacy ("CMOP") National Office Logistics Program ("Logistics"). The incumbent assists in multiple supporting roles and management of day-to-day operations. Performs a variety of administrative tasks associated with maintaining and supporting the work performed by the CMOP Logistics program.

Duties

Major Duties Serves as the Program Support Assistant in the CMOP National Logistics Office. The incumbent performs a full range of administrative functions in support of the CMOP along with support to its customer base with continuing responsibilities for ensuring that the daily operational functions are carried out as efficiently and effectively as possible. The incumbent provides technical support and assistance to non-procurement personnel to facilitate the processing of procurement actions and assisting the procurement official with resolution of contractual issues encountered during performance. The incumbent will also be required to assess workload on a daily basis establishing priorities to facilitate the timely and appropriate completion of all assigned tasks. Monitors and facilitates the process by performing administrative and record keeping duties related to the program. May assist, as required, with preparation of statistical reports and special analysis. Conducts special projects or studies to assist with processes to analyze, evaluate, and provide recommendations on program or issues. Maintains rosters and controls reflecting what has or has not been done. Reviews information and applies standard analytical techniques. Develops recommendations and proposals. The incumbent works within established policies and procedures to complete a wide variety of administrative tasks (e.g., performing market research, pre-award surveys, past performance reference checks). The incumbent conducts and documents market research to identify small, disadvantaged, veteran, disabled veteran and women owned business concerns. Incumbent may be issued a Government Purchase Card which will be used solely in support of the CMOP mission for purchase of miscellaneous, non-pharmaceutical, products purchased at or below the Department's micro-purchase threshold. As such, incumbent will be required to adhere to the requirements of VA Handbook 1730.1, most recent revision, and related documents. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 2. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems. 3. Ability to gather, analyze and present facts, communicate effectively (both orally and in typing), using tact and courtesy and possess the ability to plan, organize work, and meet deadlines. 4. Complete specialized project assistant work related in support of Logistics. 5. Ability to plan and organize management programs and functions of an organization and meet deadlines. 6. Prioritizing and executing tasks in a high-pressure environment. 7. Taking the initiative, critical thinking and problem solving.
