This position is in the Office of the Under Secretary for Benefits, VBA Office of Communication. The Office of Communication manages a variety of significant, complex public relations and Veterans' casework functions in support of the Office of the Secretary for Veterans Affairs, the Under Secretary for Benefits, and VA Central Office and field organizations.
Duties
Serves as primary advisor to the OUSB, Directors, and Deputy Directors of VBA regarding program issues and is the principal representative and liaison to corresponding staff offices within the VA Web Office.
Serves as the Chief for Digital Media and Design staff. Coordinates with VBA business lines regarding legislative proposals and specific regulatory/procedural changes needed for the successful implementation of VBA's web vision. Ensures that VBA business line websites and web content are consistent with existing and evolving web practices, procurement, and financial management policies.
Develops and plans objectives and operations for new and existing programs within the scope of the Web Communication Staff program activities. Recommends appropriate methods of securing required information and develops data from surveys, discussions with operating officials, legislative directives, policies, plans, reports, schedules, records, and similar materials. Participates in all phases of organizational and management activities significant to VBA web programs. Specifically, provides executive-level oversight for the integration and life cycle management of web communication sites and business processes to ensure viable support is available to sustain VBA business line programs. Develops and defends strategic plans, acquisition/investment strategies, and policies for web efforts.
Defines new program needs upon consideration of such factors as the impact of social, economic and other conditions or trends and the effect of actual or proposed legislative action with responsibility for developing and recommending OC program objectives, operations, and the allocation of resources required for the programs. Reviews procedural issues of other VA programs and other agencies as well as newly enacted or changed legislation dealing with servicemembers' and Veterans' benefits matters to determine the effect upon the web program. Makes related recommendations regarding program actions required and prepares necessary directives.
Evaluates suggestions presented by field station personnel and recommends for either approval or disapproval depending on the relationship of the suggestion to program objectives, current guidelines, effective personnel utilization, and cost analysis of implementation.
Conducts management surveys, program evaluations, and training visits to field stations to assist in improving operations and to identify areas where program directives require modification.
Recommends appropriate corrective actions to improve noted deficiencies. Plans, coordinates, and/or implements strategies for marketing or promoting web goals and accomplishments.
Provides assistance, and consultation to field offices in maintaining web relationships, and product development. Keeps the management staff informed of the attitudes of users of VA services, as well as their reaction to and criticism of those services.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
Experience developing, implementing, and managing an enterprise-wide digital technology program that includes managing web development and design, editorial, information architecture, data transparency, social media, and digital technologies to present Agency information to the public.
Experience with theories, techniques, and methodologies of product and project management, to ensure optimum utilization of assigned resources.
Experience with digital engagement processes to plan, design, develop, deploy, and manage a variety of digital communications platforms.
Experience planning, directing, and evaluating work of subordinate employees, and/or others.
Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development, and implementation of the technical aspects of programs directly related and/or specific to the position being filled.
Experience with digital media management, including the latest technical developments to evaluate the effectiveness of digital platforms for engagement goals and best practices in the management of content, to disseminate timely information to a variety of audiences.
Experience using analytical and evaluative methods to plan and coordinate activities, present recommendations, provide advice and guidance, present briefings, write reports, draft policies, and procedures, and lead/participate in meetings.
Experience in web metrics analysis, report crafting, and leveraging digital media analytics tools to recommend changes to digital media platforms that will more effectively inform and engage target audiences.
Experience with user design and user experience (UX) fundamentals; user research, persona development, website assessment, user interviews, focus groups, wireframe design, and developer requirements gathering to improve communications inside and outside of Veterans Benefits Administration and meet mission objectives.
Experience with security requirements and Freedom of Information and Privacy Acts associated with the publication of information on public websites.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
