About the Position: You will function as a Lead Construction Control Representative with the Army Corps of Engineers, Detroit District, Engineering and Construction Division, located in Sault Ste Marie, MI.
Duties
Take part in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials.
Attend and participate in pre-bid conferences to orient and inform bidders as to features, requirements and special conditions.
Confer with local Government officials, committees, individuals, and representatives of private concerns affected by the project and makes reports and recommendations.
Confer with employees led on problems of control, inspection, administration, and safety and makes decisions for dealing with the particular problems.
Assure that a government inspector is present and properly trained and qualified to detect substandard operations and faulty construction. Resolves controversial matters arising between Government and contractor personnel.
Perform office engineering duties including review of shop drawings, preparing response to contractor inquiries, as well as, performing the following work related to contract modifications.
Distribute and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy.

To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes performing as Quality Assurance Team Lead assigned construction projects involving construction activities through a quality assurance inspection unit involved in the construction of various contracts; assisting in project oversight, design consulting, and construction services for the construction, repair, and alteration of facilities. Such experience must have included the application of project management, construction management, and procurement methods and techniques; inspection of construction and building systems; application of construction and cost estimating techniques; and experience interpreting engineering and architectural plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
