About the Position: This position is located with the Army Substance Abuse Program Division, Directorate of Human Resources, Fort Stewart. GA.
This is an obligated position.
This position may be filled by a temporary promotion, temporary reassignment or temporary change to lower grade not to exceed 2 years.
This position may be filled as a Term appointment not to exceed 2 years.
Duties
Plans, directs, supervises and evaluates the Installation’s Army Substance Abuse Program (ASAP).
Exercises operational control of ASAP personnel, facilities and funds.
Manage and monitor the Installation’s Biochemical Testing Program.
Oversees Suicide Prevention Program and training for Installation.
Serves as principal advisor to the Director of Human Resources (DHR), Deputy to the Garrison Commander, and other tenant commanders on matters related substance use and abuse and its effects on readiness.
Advises Installation, Garrison and other command staff on soldier high risk-behaviors, trends and recommends actions for intervention.
Ensures appropriate substance abuse and suicide prevention education is provided to the serviced population.
Plans work to be assigned by subordinates, sets priorities, and established schedules for work completion.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- Temporary duty travel of 5% may be required.

Basic Requirement:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Substance Abuse Counseling, Social Work, etc. NOTE: You must submit your transcripts.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit your transcripts.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes providing Substance Abuse education/guidance in developing segments of specific Substance Abuse programs; assisting in administering Substance Abuse Program prevention; explaining regulatory and legal requirements regarding Substance Abuse programs; and/or revising Substance Abuse Program standards and reviewing proposed changes for regulatory requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
NOTE:
1. Position may be filled as a temporary promotion, reassignment or change to lower grade NTE 2 years by a current permanent Army employee. Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of five years, and may be made permanent without further competition.
2. This position is a TERM position not to exceed 2 years. It is a time limited position and may be extended up to a maximum of eight years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
NOTE: This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour. Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
