This position is located in the Executive Office of the President (EOP), Office of National Drug Control Policy (ONDCP), Office of International Relations and Supply Reduction (OIRSR). ONDCP's mission is to develop and implement evidence-based policies that reduce illicit drug availability as well as drug use and its consequences.

Duties

As the Assistant Director for the Office of International Relations and Supply Reduction, some of your typical work assignments will include: Utilizing the latest research, evidence, and intelligence for coordinating, developing, analyzing and monitoring agency and interagency drug supply reduction policies with an international focus, which are aimed at saving lives and reducing or disrupting the supply of illicit drugs. Coordinates closely with a range of ONDCP components, including the Office of Performance and Budget, providing expert guidance and insight into the most pressing areas of interagency drug control focus and recommends necessary changes to interagency resources devoted to illicit drug control and supply reduction efforts abroad. Oversee the drafting and implementation process of those portions of the President's National Drug Control Strategy (NDCS) focused on interagency efforts aimed at reducing and interdicting illicit drugs abroad, and engaging internationally in multilateral fora. Works closely with relevant regional and functional Senior Directors on the National Security Council (NSC) and senior-level interagency partners to ensure the elevation of ONDCP issues and the consistent application of Administration drug control policy objectives.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates the ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating the ability to manage people and resources. You must submit a separate narrative statement that addresses each of the Mandatory Technical Qualifications (MTQs) related to this position as well as the Executive Core Qualifications (ECQs) related to all positions in the Senior Executive Service. Your narrative statements should include examples of experience, education, and accomplishments applicable to the qualification. Structure your statements in terms of the action taken, the context or environment in which the action was taken, and the outcome or results from such actions. You should write each statement with the vacancy in mind as all qualifications are directly related to the position being filled. Be sure to include appropriate training and awards when addressing your qualifications. Please limit your narrative statements to two pages per factor. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): You must address each technical qualification separately. You are required to respond to all technical qualifications. Failure to do so will result in an incomplete application and you will be rated as 'ineligible.' Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ 1: Describe your knowledge and experience relevant to the international drug threat, drug control issues, bilateral and multilateral affairs, as well as a wide range of international programs aimed at reducing and interdicting the supply of illegal substances and precursors to the nation. Proven understanding of a wide range of issues related to counternarcotics and public policy. MTQ 2: Describe your expertise with the structure and functions of the National Security Council, its processes, its authorities and responsibilities, and how counternarcotics and supply reduction functions and activities are advanced through the National Security Council process. MTQ 3: Describe your experience with the United State foreign policy approaches and objectives with key countries involved in the production and trafficking of illicit drugs, particularly the People's Republic of China, India, Mexico, Colombia, and Afghanistan. MTQ 4: Describe your experience with the composition, capabilities, roles, and functions of the Intelligence Community. Demonstrated expertise in shaping intelligence collection and production to support policy formulation, and in using intelligence to shape advantageous policy outcomes. MTQ 5: Describe your experience with political environments within key partner nations crucial to the execution of the National Drug Control Strategy and Administration drug control priorities. In addition, please include your understanding of partner nation drug control priorities, objectives, and capabilities that support advancing United States' drug control priorities. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five executive core qualifications. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES. There are five ECQs: ECQ 1: Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: Results Driven - This core qualification involves the ability to meet organization goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
