This position is located in the Division of Acquisition at the Gallup Indian Medical Center located in Gallup or Tohatchi, NM The primary purpose is to procure commercial or specialized supplies, general and specialized services, professional medical services, and construction projects (within the Simplified Purchase Threshold), necessary for the support function of the Hospital operations. Responsible for developing, implementing, and monitoring the Unified Financial Management System (UFMS).
Duties
Procures commercial or specialized supplies, medical and specialized services, and construction projects (within the small purchase threshold), necessary for the support function of the Navajo Area Office and Navajo Area Medical Facilities, warehouse, health centers, and satellite clinics.
Negotiates and awards bilateral purchase orders for professional and personal services, or for the exclusive manufacture of unique equipment, ADP hardware & software, and specialized medical equipment. Negotiates personal service, professional service, construction, Buy Indian, and ADP type contracts/small purchases.
Coordinates the purchasing process with technical supply personnel to discuss quotes that differ from original orders, e.g. may substitute items. issue change orders resulting from outside factors, delivery factors, and price changes. Solicits items that market/small purchase procedures.
Administers the utilization and implementation of the International Merchant Purchase Authorization Card (IMPAC) in the acquisition goods and services required by DAMC. Provides assistance and technical guidance on matters concerning the small purchase acquisition process in accordance with the FAR, the HASAR, and the PHSAR Regulations and IHS circulars.
Determines the appropriate acquisition method to use to obtain goods and services that fill the acquisition requirements, meets the delivery schedule and budgetary limitations, and conforms with technical requirements.
Negotiates, awards, administers small purchase orders that involve the use of instruments that are not firm fixed price (e.g. time and material, labor hour, or other unpriced small purchase orders).
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Applies acquisition laws, regulations, agency policies and procedures in purchasing process including post award administration. Communicates with vendors, staff and managers, resolving delay in delivery schedule, difference in price or quantity and equitable price adjustments. Prepare, submit and negotiate terms of purchase orders. Proficient with software programs to create final documents, retrieval of information for amendment or modification and reporting purposes.
GS-08: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Receives purchase requests, screens for completeness and relevance of information and for proper approval. Performs buying actions. Procures supplies, construction and equipment by appropriate methods. Negotiate terms of purchase orders, analyze pricing proposals and perform cost analysis. Provide technical assistance and training, conduct follow-up reviews and monitor progress of corrective actions. Knowledge of Federal Acquisition Regulation (FAR) related to small purchases.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
