This position is located in the Division of Acquisition at the Gallup Indian Medical Center located in Gallup or Tohatchi, NM. The primary purpose is to procure commercial or specialized supplies, general and specialized services, professional medical services, and construction projects (within the Simplified Purchase Threshold), necessary for the support function of the Hospital operations. Responsible for developing, implementing, and monitoring the Unified Financial Management System (UFMS).

Duties

Participates in the overall planning, development, and execution of simplified purchases procurement policies and procedures, as a key member of the management staff with particular emphasis and specific responsibility in the area of developing, implementing, and maintaining sound procurement and purchasing procedures. Negotiating and awarding bilateral purchase orders for professional and personal services, or for the exclusive manufacture of unique equipment, ADP hardware & software, and specialized medical equipment. Incumbent will negotiate personal service, professional service, construction, Buy Indian, and ADP type contracts/simplified purchases. Evaluates vendor responsiveness and responsibility factors, review quotes for price reasonableness, and determines if the requirements for competition have been met. Conducts and prepares Market Research reports on the availability of goods and services by reviewing commercial catalogs, existing contract files, firm's product lists, formal and informal contacts with sales representatives, sources and buyers from other Federal activities. Provides assistance and technical guidance on matters concerning the simplified purchase acquisition process in accordance with the Federal Acquisition Regulations (FAR), Health and- Human Service Acquisition Regulations (HHSAR), Public Health Service Acquisition Regulations {PHSAR) and Indian Health Service (IHS) Circulars. Administer the utilization and implementation of the International Merchant Purchase Authorization Care (IMPAC), in the acquisition of goods and services required by the Navajo Area Indian Health Service/Service Unit duty station. Incumbent will administer and have oversight responsibility as an Approving Official regarding the utilization of the Government Purchase Card (GPC), in the acquisition of goods and services.

MINIMUM QUALIFICATIONS: GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Determine purchasing methods and strategies to be applied based on cost, urgency and availability of supplies and use of mandatory schedules. Identify qualified suppliers. Collaborate with bidders, obtain price quotes, evaluate offers, negotiate terms and conditions with vendors. Provide guidance within organization defining concise purchasing requirements. Serves as technical advisor; independently identifies and addresses problems and issues. Extensive knowledge of procurement regulations, policies, principles, methods and practices applicable to purchases of specialized supplies, services and equipment. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
