You will serve as a FINANCIAL MANAGEMENT ANALYST for NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will provide financial oversight and management support to acquisition programs.
You will serve as financial adviser to program managers and staff officials on budgetary policies, fiscal laws and directives.
You will interpret new and proposed legislation and/or regulations and determine the impact on the execution and formulation of the acquisition program.
You will prepare and review financial documentation, transactions, and budgetary requests; making certain documentation is consistent with the program's objectives and DoD regulations.
You will identify financial and budgetary issues and advise program managers and staff officials of solutions and methods to improve efficiency within the program office.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment/fail to pass the test. You will be subject to random testing.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as: 1) Applying knowledge of budget and program principles, policies, concepts, standards, terminology, and financial management and business operation systems; 2) Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; 3) Implementing legal and regulatory controls over approved budgets and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities; 4) Preparing and reviewing financial documentation, transactions, and budgetary requests; making sure certain documentation is consistent with the program's objectives; 5) Identifying financial and budgetary issues and advising program managers and staff officials of solutions and methods to improve efficiency within the program office; 6) Assisting program managers and staff officials with the development of spend plans and program schedules by obtaining, compiling, and summarizing budget and program data.
