Duties
Validate the accuracy of Personnel Actions.
Troubleshoot and identify individual and agency transactional issues
As designated, acts on the behalf of the Supervisory Human Resources Specialist
Identify transactional/onboarding issues within all Business Units with GPO, providing solutions, creating/developing matrix to increase efficiency and meeting established deadlines.
Utilize HRIS onboarding systems (i.e. USA Staffing, eVerify, Electronic Official Personnel Folder (eOPF), SF-52 HC Dashboard Tracking System and National Finance Center processing system to prepare/onboard new GPO employees
Initiate personnel security, extending job offers, proof of citizenship, administering he oath of office, standard of conduct and government ethics orientation are completed and signed, coordinating entry-on-duty and/or release dates.

- Selectee must successfully pass pre-employment prior to appointment.

- Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.
Qualifications
To qualify for the Senior Human Resources Specialist (Transactions), PG -0201-13, you must meet the following requirements:
The applicant must meet the Selective Placement Factors and Minimum Qualifications: Selective Placement Factor: Skills, Knowledge, Ability or other work characteristics basic to and essential for satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment or placement and represent minimum requirements for a position. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration. (Note: You must address the Selective Placement Factor (s) in a separate attachment to your resume. The Selective Placement Factor #1 for this position is: Experience (1) Serving as a technical expert of federal human resources automated systems (examples include USA Staffing, eOPF, empowHR, NFC, etc.) (2) Experience ensuring corrections of erroneous personnel actions are completed by providing regulatory guidance to HR staff.
At the PG-13:To minimally qualify for the PG-13 level, you must have one year of specialized experience at the PG-12 (or equivalent) level or higher. Examples of qualifying experience for the PG-13 level includes, (1)Interpreting and applying a variety of routine Federal or state personnel management rules, regulations, and procedures. (2) Experience must include the use of automated personnel recording-keeping systems to research and resolve personnel issues or provide management support. and (3) providing technical advice and assistance to staff/management on payroll, personnel, onboarding, hiring management and personnel record keeping systems. (4) Experience onboarding new employees to an organization (ie. correspondence, logistics, checklists, explaining organization policies, etc.) 5. Experience with automated HR/personnel processing system required, knowledge of the National Finance Center/EmpowHR/Epic federal personnel and payroll system is preferred.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
