This position is located at Consumer Financial Protection Bureau, HUMAN CAPITAL. The incumbent serves as a Human Resources Specialist (Compensation) who is a technical expert in the area of compensation policies and programs. The incumbent provides expert technical advice, guidance and recommendations to management and other key officials on critical agency compensation issues.

Duties

As a Human Resources Specialist (Compensation), you will: Serve as an agency expert in human resources pay administration and compensation. Support management's initiatives in developing and implementing continuous program improvements to maintain an effective compensation program that meets the needs of the Bureau and its diverse workforce. Analyze and evaluate compensation program strategies, initiatives and approaches and provides recommendations to the Compensation Director and Chief Human Capital Officer (CHCO). Ensure program complies with applicable laws and regulations. Support the development and/or modification of compensation programs to promote pay equity and align with leading practices. Make recommendations and decisions and draft policy guidance that direct how CFPB implements and administers its pay administration and compensation programs. Help develop policies and infrastructure for administering pay programs and special pay tools. Ensure that CFPB's compensation program maintains compliance with all applicable laws and federal regulations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience For the CN-60, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-53 grade level in the Federal service. (For qualification purposes, the CN-53 is broadly equivalent to the GS-13). Specialized Experience for this position includes: - Developing and/or implementing agency-wide HR strategies and programs; AND - Analyzing complex data to generate a wide array of reports; AND - Project management experience including planning, organizing, analyzing, and evaluating a variety of projects and deadlines; AND - Establishing and/or maintaining effective compensation policies, laws and regulations, including analyzing labor market data and conducting and analyzing benchmarking information from both public and private sector organizations. CFPB uses an experience-based process to set pay for employees. Experience is evaluated and credited using the employee's resume. To ensure that all of your prior work experience (e.g., internships, volunteer work, details, part-time, self-employment, secondary jobs, etc.) is considered and accounted for, please ensure that your resume covers the following: your entire work history with specific start and end dates (MM-DD-YYYY) provided for each listed position hours worked per week for each position degrees and the dates conferred (MM-YYYY) Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience. If you have multiple positions that have overlapping start and/or end dates, only 40 hours of experience will be credited for a given work week.
