The primary purpose of this position is to serve as the primary system specialist for implementing and maintaining assigned AFMC major/complex Depot Maintenance Mission Area (DMMA) Information systems. Primary factor in this position is a detailed knowledge of Depot Maintenance data systems and processes, and interfaces required to accomplish the ALC mission

Duties

Serves as primary Center-level Maintenance Data Systems Analyst and technical specialist over assigned depot maintenance systems and programs which included production, material, and financials. Studies new procedures/instructions received from HQ AFMC to determine if implementing local instructions or revisions are necessary and develops such local instruction as are required. Refines, interprets and issues system policies and procedures for the base. Prepares staff studies and reports and make presentations to various organizational levels HQ AFMS and other ALC organizations.

  • Work is sedentary and is usually accomplished while seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings and conferences, or while researching files.
  • Items carried typically are light objects such as briefcases, notebooks, laptop computers, and data processing reports. Lifting of moderately heavy objects is not normally required. No special physical effort is required to perform the work.

  • Work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, and libraries.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes understanding of depot maintenance data systems and processes, analyzing and recommending in developing changes to be incorporated in the system and reviewing of output products and identifying system problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy. Ability to establish and maintain good working relationships with individuals and groups within the office as well as outside the immediate work unit. Ability to use office automation tools and techniques to design and generate reports, briefing materials and/or comparable documents. Knowledge of functions, programs and systems applicable to the duties of this position. Ability to plan, organize work, originate new ideas, projects, studies and methodologies. Ability to review, analyze and evaluate depot maintenance management programs and to develop timely and economical solutions. Knowledge of sources, responsibilities and means for providing assistance or advice to resolve depot maintenance financial system problems. Knowledge of distribution facilities and storage management functions and techniques. Ability to develop, prepare, coordinate, staff and implement depot maintenance systems policies, procedures, programs and directives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
