A successful candidate in this position will serve as the Director for Nuclear Safety Operations Division and provide vision, leadership, and direction to subordinate staff of NA-ESH-22 by developing and communicating NA-ESH goals, priorities, and actions in a clear, concise, informative, and timely manner.

In addition to meeting the basic requirements for the 801/1301 Professional and Scientific series, you must have one year of specialized experience equivalent to the next lower Pay Band or GS grade (EN-03, NN/NQ-03 or GS-13) in the federal service which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position: Experience providing leadership and management to support a dynamic work environment which supports the oversight of field offices and safety subject matter experts needed to facilitate the safe execution of the NNSA mission; understanding enterprise and site risk in his/her office safety areas and effectively managing resources to successfully address safety risk and manages change effectively to evolve the organization to meet emergent needs in an effective and timely manner Examples of Specialized Experience but not limited to: 1. Experience providing program support and guidance to senior Site Office and Program managers and safety professionals on matters pertaining to the safety of operations in nuclear and or non-nuclear hazardous facilities. 2. Experience performing a wide variety analytical study and resolving technical and operational problems, controversial findings or challenging technical issues. 3. Experience exercising broad latitude to interpret new or revised professional standards and codes, guidelines, policy statements, or regulations. 4. Experience in providing leadership and management of safety professionals in the support of nuclear safety oversight such as safety management program reviews or similar areas or providing technical assistance to field offices in nuclear safety areas. 5. General Engineering Manages & Organizes Information Leadership Technical Competence Safety Engineering "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement. CTAP candidates: To be considered "well qualified" (score of 85 or above) you must meet all of the requirements as described in this section.

Education

This position has a positive education requirement. All applicants must meet the basic requirements of the General Engineer and/or Physical Science occupational series. Transcripts or other proof of required education MUST be included in application package.

801 Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR-

. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure, 2. Written Test, 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

1301 Basic Requirements: 1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. - OR-

2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
