You will serve as a INSTRUCTIONAL SYSTEM SPECIALIST for the Naval Education and Training Command (NETC) at the CENTER FOR SUBMARINE.
Duties
You will use software application in the design of instructional materials for instructor-led and multi-media initiatives.
You will conduct course observations of classes to ensure the curriculum requirements are being met.
You will communicate regularly with subject matter experts and course faculty advisors to solicit feedback, identify best practices, and share strategies.
You will compare current operating procedures with regulations to verify program requirements are met.
You will advise instructors on the structure or presentation of course content in accordance with learning objectives and theories of education.
You will write technical reports documenting the efforts, conclusions, or recommendations of analysis and evaluations.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Displaying a keen understanding of the principles, practices, and methods of education and training program planning, development, administration, and coordination while expertly reviewing and evaluating technology for application in a technical training system or environment; 2) Applying new technologies to decrease training cost and reliance on classroom instruction, while simultaneously increasing the output of more competent technicians and operators; 3) Working effectively with all levels of management, peers, stakeholders, and customers; and 4) Utilizing occupational analysis methods and techniques to analyze existing instructional systems or to develop new training programs.

Have successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
