You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST in the SUBMARINE MEDICAL DEPARTMENT of NAVMED OPER TRNG CENTER.

Duties

You will develop new curricula and perform revisions to existing curricula. You will utilize microcomputers to assist in developing curricula, lesson plans, tests and surveys. You will lead or participate in, cross-functional teams/staff projects involving training initiatives, changes in requirements, implementation of training policies, and planning meetings. You will serve as advisor to the Academics Department and the Officer-in Charge (OIC) in all areas of curriculum development, standardization, instructional quality, and educational theory/concepts. You will provide statistical data, charts and graphs, detailed reports, and position papers as required.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning and guiding the analysis, design, development, implementation, evaluation, maintenance and improvement of training courses; Interpreting policies and regulations, problem solving, writing, and dealing effectively with people; Applying testing development and measurement theories, techniques and software; Applying statistical research methods in analyzing and interpreting data; Utilizing computers in education training; Applying procedures used in the design, development, conduct, and analysis of evaluations/surveys of professional and technical training programs; Scheduling and conducting Annual /Formal Course Reviews (ACR, FCR). My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements. Applicants must possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
