About the Position: Incumbent will serve as an IT Specialist (Applications Software) in the Directorate of Product Management.
Duties
Prepares test data and conducts functional testing of programs to demonstrate accuracy and functional capability.
Ensures that applications comply with regulatory requirements and are consistent with current and planned infrastructure and data environments.

Designs, programs, documents, develops, modifies, tests, installs, implements, and supports new or existing applications software.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is an Information Assurance Technical Level II position. You must obtain and maintain the appropriate baseline and computing environment certifications within six months of being assigned.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized and Other Experience: One year of specialized experience performing two or more of the following: 1) Assisting in diagnosing or trouble shooting Information Technology (IT) software systems 2) Install or maintain Information Technology software systems 3) Assist customers with trouble shooting or diagnosing Information Technology technical software systems and 4) Assist in installing or upgrading Information Technology software systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - When deploying new equipment ensures equipment is fully operational and meets user's expectations and ensures property accountability documentation is completed and submitted. Corrects any user discovered discrepancies without requiring a new trouble ticket. Thoroughly documents deployment and any additional work in ticket tracking systems and resolves the ticket.
2) Customer Service - Provide users with technical support for computer problems. Provides timely service; assess needs; guides customers through resolutions of service requests.
(3) Oral Communication - Express IT terminology in terms that non-technical personnel can understand. Gives clear and concise oral presentations; listen to others; be attentive to nonverbal cues and respond appropriately.
(4) Problem Solving - Use professional judgment to evaluate computer errors or problems and recommend solutions. Evaluate alternatives and/or take appropriate action to resolve issues.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
