About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Responsible for PERSEC matters that are involved in determination of loyalty, reliability, and suitability of military, civilian and contractor personnel.
Duties
Review, process, and submit security investigations through an automated system for all command personnel and visitors.
Interact independently with local medical, law enforcement and investigative agencies to resolve routine and derogatory issues relating to ongoing investigative or adjudicative actions.
Initiate appropriate contact and acts as the point of contact for communications with outside Federal and DoD agencies regarding the submission, processing, and adjudication of investigations.
Ensure security clearance policy/procedures are followed, including the use of and response to clearance processing rosters, initiation and processing of Serious Incident Reports, and proper administration of security database/communication programs.
Make decisions or recommendations that impact Intelligence Oversight policies and programs and assist in the coordination of higher echelon assessments and visits.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Two year trial/probationary period may be required.
- May be required to work occasional overtime.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: For Internal Candidates (Those candidates who have held a current or prior Federal permanent competitive or excepted service position): One year or more of specialized experience which includes performing two or more of the following: 1. Inputting and retreiving personnel security information from classified and unclassified systems. 2. Reviewing security clearance applications for accuracy and completion of information. 3 Montoring personnel securtiy pending cases and check on the status of overdue cases. 4. Notifying the appropriate personnel, close the file, and make necessary changes on the database when final clearance(s) have been granted. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS/GG-07).
OR
For External Candidates (Those candidates without current or prior Federal permanent competitive or excepted service employment): One year or more of specialized experience which includes: 1. Receiving, reviewing, and processing requests for investigations, security clearances, and reports of unfavorable information. 2. Reviewing results of personnel security investigations in order to summarize unfavorable information and recommend suitability determinations. 3. Assisting in conducting assistance visits and personnel security inspections and preparing after action reports noting deficiencies and providing recommendations for possible solutions to the problems. This definition of specialized experience is typical of work performed at the next lower grade/level position outside the federal service (GS/GG-08).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
