Duties

In this position you will serve as a Human Resources Specialist and program advisor to management on various functions and activities requiring application of qualitative and quantitative methods for assessment of performance management and awards processes, systems and mission support programs. This position starts at a salary of $94,199.00 (GS-12, Step 1) to $145,617.00 (GS-13, Step 10) with promotion potential to $145,617 (GS-13 Step 10). Typical work assignments include: Identifying requirements for a variety of national-level award programs and preparing instructions for soliciting nominations from supervisors, managers, and program coordinators across the agency. Providing technical advice and guidance to supervisors, managers and program points of contacts on a variety of award program policies and procedures. Analyzing and evaluating problems, making recommendations, and devising solutions to resolve issues related to award program management. Developing and implementing new ways to accomplish tasks of the Award Programs such as automated programs and new procedures. Developing and delivering briefings, project papers, and correspondence to managers to foster understanding and acceptance of award program requirements. Planning, coordinating, and implementing events associated with activities for recognizing employees.

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: assisting with providing advice to supervisors and managers regarding HR performance regulatory guidance and best practices and evaluates policies in assigned areas of responsibility; reviewing recommended nominations for awards and ensures completeness and compliance with regulatory requirements; and analyzing and evaluating awards program accomplishments, deficiencies, trends and problem areas to determine any necessary action. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: implementing, coordinating, and executing a national awards program impacting organizational activities; supporting development and evaluation of award and administrative policies in assigned program areas and takes or recommends actions to achieve organizational objectives; and assisting in the planning process for special events such as Town halls, award ceremonies, and other employee recognition and engagement activities.
