You will serve as a SUPERVISORY GENERAL ENGINEER in the ENGINEERING DEPARTMENT (N7) of NAVOCEANO BAY ST LOUIS.
Duties
You will provide direct leadership and supervision to a work force of civilian and military personnel engaged in managerial, analytical, administrative and technical work.
You will serve as a key member n the formulation of command policies and resolution of issues pertinent to NAVOCEANO's Engineering projects and administration.
You will participate in the development of Engineering project budget items throughout the Future Years Defense Program.
You will be responsible for the oversight and execution of a comprehensive set of corporate engineering projects supporting the command's missions and functions with both ashore and afloat.
You will evaluate and manage long range engineering programs and projects related to applications of oceanographic data collection, and other sources of oceanographic information.
You will independently plan and direct the Systems Engineering, Engineering Services, and Maintenance and Material Management work of the Department.
You will provide advice to employees on work and administrative matters and make decision on special problems presented by subordinate supervisors.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience supervising the activities of an Engineering Department and providing direct leadership and supervision to the workforce comprised of managerial, analytical, administrative and technical work, and responsible for the installation, validation/verification, and maintenance of shipboard mission systems.
Candidate must have expert engineering knowledge (electrical, mechanical, communications, and/or computer), especially in a shipboard environment, which would enable application of best practice systems engineering and operations/maintenance techniques throughout the organization to increase efficiency and effectiveness.
Must have at least working knowledge of Maintenance and Material Management (3M) system and OSHA or other industry safety standards.
Experience with long range and complex engineering proposals.
Expert experience providing technical advice, guidance and consultation services on engineering matters to Flag/SES-level or higher level authorities.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
