This position is part of the Office of Science - Oak Ridge National Laboratory Site Office, Department of Energy. As a Facility Operations Specialist, you will be responsible for all real property asset management activities involving agency owned/operated buildings, grounds and other facilities such as roadways in the townsite area and Oak Ridge Reservation (ORR). The Incumbent is responsible for managing and directing construction and support service contractors.
Duties
As a Facility Operations Specialist, you will:
Aid the preparation of technical and cost surveys of contractor project recommendations.
Ensure that work is done safely and in accordance with the terms of the contract(s) and all applicable laws and regulations.
Direct the Safety Management program for the RM activity.
Assist contractors and staff to assure the accomplishment of work.
Keep management informed for precedent-setting and/or non-routine actions by identifying problem areas, developing solutions, and putting corrective actions into place as necessary.
Requirements
- Must be a U.S. Citizen or National.

- May be required to successfully complete a 1-year probationary period.
- This position is included in a Bargaining Agreement.
- Must obtain and maintain a Federal Acquisition Certification for Contracting Officer's Representative certification.
- Must possess a valid Class D Drivers License.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as meeting two of three of the following:
Preparing articulations of cost estimates.
Assessing the work of contractors for compliance with the contract.
Planning yearly security walkthroughs of facilities operated by the organization.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as meeting two of three of the following:
Conducting inspections of physical structures for compliance of rules and guidelines.
Drafting assessments to address deficiencies in safety compliance.
Coordinating safety visits to facilities to monitor safety compliance and to address management concerns.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
