This position is part of the Office of Science - Oak Ridge National Laboratory Site Office, Department of Energy. As a Facility Operations Specialist, you will be responsible for all real property asset management activities involving agency owned/operated buildings, grounds and other facilities such as roadways in the townsite area and Oak Ridge Reservation (ORR). The Incumbent is responsible for managing and directing construction and support service contractors.

Duties

As a Facility Operations Specialist, you will: Assist in the preparation of technical and cost reviews of contractor project proposals. The incumbent is responsible for the safe execution of the work in compliance with the terms of the contract(s) and with statutory and regulatory requirements. Provide leadership and direction to the overall Safety Management program for the RM operation. Take the necessary initiatives to implement the principles of the Department's Safety Management System in programs and functions. Assist contractor management and staff to assure the safe accomplishment of work. Identify problem areas, develop solutions and implement corrective actions as appropriate, keeping management informed for precedent setting and/or non-routine actions.

Qualifications

BASIC REQUIREMENT: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. or Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as meeting two of three of the following: Preparing Statements of Work and Independent Cost Estimates. Conducting assessments on completed facility work to ensure contract compliance. Coordinating annual safety walkthroughs of restricted facilities to ensure proper safety oversight. SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as meeting two of three of the following: Inspecting physical structures (buildings, grounds, and other facilities such as posts, bases, shipyards, depots, medical or health care facilities, power plants, navigation locks, parks, forests, and roadways) for compliance of safety rules and regulations. Preparing written evaluations and resolving any inadequacies or weaknesses of a controversial nature. Conducting periodic meetings and visits to identify any facility problems. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
