This position performs work related to the processing of incoming or outgoing mail and the performance of related work requiring the application of established mail methods and procedures, knowledge of prescribed systems for governing the flow and control of communications, and knowledge of the organization and functions of the operating unit or units serviced in order to route mail of various types and a general nature.

Duties

Duties include, but are not limited to the duties below: This position supports mail and distribution operations. Sorts all incoming and outgoing mail, routing incoming mail by general subject matter to approximately 150 delivery points within an organization concerned with the administration of a number of distinct professional, technical, scientific, and administrative programs. The position recognizes problems within the unit and based upon established procedures and regulations, recommends improved procedures and methods to increase efficiency to senior staff. The position processes incoming materials. Reviews incoming miscellaneous materials including mail, publications, directives, etc. Performs presort into action and information categories; reads action material and routes non-control items to appropriate unit or units by technical subject-matter content, determines if control is needed and prepares control and routing sheet for correspondence requiring reply or action. Determines full routing, number of copies required, and assigns due date in consideration of amount of time allowed by originator for reply. Maintains suspense date for replies and follows up on over-due correspondence. Reads and classifies materials, determining which office (or offices) has cognizance over the subject matter, and whether or not the subject is covered by established policy or decision or refers to senior staff. Subject matter of the materials is varied and complex in that they may relate to any one or combination of subheadings within the general subjects of personnel, supply and material, and disbursing. Reads and routes a large amount of general mail from private citizens and organizations requesting information on a wide range of information from the various serviced organizations. The position uses knowledge of technical and scientific terminology in routing because of the closely related functions of such operating organizations. The position processes outgoing materials. The position performs various related clerical duties such as faxing, stacking, bundling, wrapping of outgoing materials, sorting bulk mail from post office, and performing such additional mail handling tasks as rerouting misdirected mail, date stamping, counting mail, screening for priority items, preparing routing and control forms, maintaining an up-to-date directory by name, room and telephone number, organization, and forwarding address for use in work assignment. etc. Performs other related duties as assigned Work Schedule: Monday-Friday-Hours to be discussed in interview. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-4 position you must have served 52 weeks at the GS-3he grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: General Experience: You must have one year of general experience. This experience must be progressively responsible clerical, office, or other work that indicates your ability to acquire the particular knowledge and skills needed to perform the duties of the Mail Clerk position. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of general experience and education as described above. You will be rated on the following Competencies for this position: ConscientiousnessCustomer Service (Clerical/Technical)Physical Strength and AgilityTeamwork Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Ability to lift, bend, climb. stand and walk for long periods of time.
