About the Position: You will function as the Project Manager and Deputy for a major design and construction program. The Program includes multiple Mega Projects that are of national significance and are large, complex, and comprehensive in scope.
Duties
Provide organizational and staff leadership in controlling cost and schedule while developing project schedules, budgets, manpower needs, and milestones for programming and project management purposes.
Develop and define project goals and objectives in conjunction with the project customer and other stakeholders.
Represent the District when dealing with Congressional staff and Federal, state, and local officials on any aspect of the project.
Provide expert project management for the highly complex and extraordinarily high visibility project.
Control project funds in accordance with approved Project Management Plans (PMP).
Develop innovative methods for providing communications opportunities. Resolves highly difficult technical and administrative project problems, obtaining stakeholder approval as appropriate.
Provide guidance for functional managers to facilitate the effective resolution of technical problems, conflicts, and controversial issues, ensuring that project issues are quickly solved.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to travel or perform an uncommon tour of duty.
- Incumbent must be a certified project Management professional within 18 months of selection.
- Must possess a valid driver's license to operate motor vehicles in accomplishing assigned duties.
- You may be required to have a 1 year probationary period for supervisor.

To qualify at the GS-14 grade level, you must have:
Specialized Experience: One year of specialized experience which includes managing, directing and coordinating activities of regional and national support for a multibillion dollar design and construction program utilizing state of the art earned value management systems, risk management tools, and large/complex schedules; providing organizational and staff leadership in controlling cost and schedule while developing project schedules, budgets, manpower needs, and milestones for programming and project management purposes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)
For this job at the GS-14 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
