THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a COMMAND PROGRAM SUPPORT SPECIALIST, Position Description Number D2420000 and is part of the ND JOINT STAFF, National Guard.

Duties

As the Command Program Support Specialist, you will monitor the implementation and execution of various Army National Guard (ARNG) programs and assisting in matters inherent to Command Administrative Office operations. Provides executive level support in planning, formulating, coordinating and implementing ARNG programs within the Command Administrative Officer's areas of functional responsibility. Administers the State Internal Control Program and monitors implementation and execution of other state level programs as assigned. Reviews, analyzes and coordinates, as necessary, on a variety of recurring surveys and reports accomplished by key staff members such as USP&FO Management Analysts (Analysis and Internal Reviews), Budget Analyst (Financial and Fund Status Reports), Program Analyst (Readiness Reports, Equipment Status and Unit Reports), and Mobility Planner (Mobilization Plans and Mobility Exercise Reports). Drafts supplemental regulations, policies, guidance, publications, and comprehensive reports which may include statistical data and evaluations. Schedules and participates in internal management evaluations and inspections of ARNG units to ensure and maintain regulatory compliance with governing directives.

  • This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
  • Males bon after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • You must be able to obtain and maintain a secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Spe 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours

Qualifications

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. MILITARY GRADES: Officers, Warrant Officers, or Enlisted member who currently holds an OCS/WOCS certificate. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. SPECIALIZED EXPERIENCE: Applicant mustpossess at least 36 months of specialized experience which includes: 1) Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; 2) Experience in staff or technical work which included study, analysis or evaluation leading to the development or improvement of administrative policies, practices and procedures; 3) Experience preparing written communications and oral presentations. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement.
