THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a INTERNATIONAL PARTNERSHIP SPECIALIST, Position Description Number D2089000 and is part of the ND JFHQ ANG, National Guard.

Duties

As an International Partnership Specialist, the purpose of this position is to plan, coordinate, and execute the State Partnership Program (SPP) activity initiative between the National Guard of a state and the partner nation or country. This position has overall responsibility for developing statewide plans, policies, and procedures for the participation in the National Guard State Partnership Program. Additionally, this position has responsibility for preparing training plans and providing staff level planning and assistance to ensure that required training and readiness objectives are achieved. This position requires military membership. It is designated for National Guard officer incumbency only. The incumbent provides subordinate guidance and team leadership to non-dual status and dual status employees. Incumbent plans, organizes, manages, and performs duties necessary to accomplish State Partnership Program functions in support of programs essential to state Army or Air National Guard daily and strategic operations, training, and readiness missions. The incumbent fosters an environment conducive to teaming among service providers and customers to meet state Air/Army National Guard requirements. Research's, develops, writes, plans and presents the campaign plan between the state and partner country based on guidance from the Chief of Mission (CoM), Geographic Combatant Command Commander (COCOM CDR), National Guard Bureau (NGB), and The Adjutant General (TAG). In addition to researching, developing, writing, and obtaining approval for the campaign plan, this position also requires the research, analysis, development and writing of the budget for every fiscal year of administration that directly support year one of the campaign plan, and allows NGB to fiscally plan for years two through five of the plan. The incumbent maintains continual liaison with the partner country through the Bilateral Affairs Officer (when provided) and the Defense Attache Office stationed in the embassy of the partner nation. The incumbent serves as a coordination point for joint and combined military exercises between the state and the partner nation, which may include other state's partner nations, both in the U.S. and overseas. Oversees the development of proposed SPP events with partner country. Responsible for coordination of the preparation of all country clearance messages, event travel, and support requirements, to include the number of people traveling, dates, air/ground transportation, meals, and hotels. Coordinate all logistical, administrative, and transportation requirements for each event both in state and country. Responsible for the state SPP budget. Analyzes and forecasts short/long term event budget needs. Continuously monitor and evaluate the events of the campaign plan and adjust accordingly to ensure the objectives of the campaign plan are met. Collect, analyze, and report all AAR's and trip reports for continuous improvement. Attends NGB SPP, COCOM Scheduling Conference and State/Federal Government meetings as the director and The Adjutant General's representative. May coordinate humanitarian support activities to provide various supplies/services from other outside organizations to be sent to partner or other countries. Maintains constant communication with the partner country through the State National Guard Liaison Officer, COCOM staff, or other such teams or individuals, as well as the Defense Attache Office stationed at the embassy of the partner nation. Briefs The Adjutant General on current status of SPP and provides a current situation report on the country conducts studies and projects at the request of NGB to identify concerns. Coordinate all events with state Public Affairs Officers.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.

  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • You must be able to obtain and maintain a secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. MILITARY GRADES: Officers (O4 and above) QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. SPECIALIZED EXPERIENCE: Applicant must possess the required one year of specialized experience at the GS-11 grade level or civilian equivalent to in include; 1) experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; 2) experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; 3) experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; and 4) experience preparing written communications and oral presentations. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Education

To receive credit for education, you must provide supporting documentation of proof that you meet the education requirements for this position.

Completion of courses such as the Officer Advanced Course, Squadron Office School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.
