This position is located in the National Credit Union Administration (NCUA), Office of General Counsel (OGC), Division of Enforcement and Litigation. The position serves as the Trial Attorney (General).

Duties
This is a developmental position, as a Trial Attorney (General), to the CU-15 grade level. At the full performance level, duties include:
Preparing or overseeing the preparation of pleadings, briefs, memoranda, and legal documentation and correspondence for significant cases involving complex and difficult legal questions of factual issues.
Advising NCUA's Asset Management Assistance Center (AMAC), agency management and the NCUA Board on matters involving liquidations, conservatorships, creditor claims, special assistance, bond claims, litigation and policy concerning asset-managed estates.-
In areas of assignment, investigating facts and preparing matters for administrative enforcement actions, developing and coordinating all litigation-related documents, preparing witnesses, taking and defending depositions, assuring compliance with local court rules and procedures, and representing NCUA in hearings, trials, pre-trial conferences, discovery proceedings, and mediation and settlement negotiations.
Identifying and analyzing legal issues and determining applicable law, developing facts, and determining need for additional facts.

- Current member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Qualifications
Specialized Experience Requirement:
CU-13 Grade Level
To qualify at the CU-13 grade level: You must have three (3) full years of post law school legal experience that demonstrates the ability to perform the work at the CU-12 grade level. At least 12 months of the legal experience must have been equivalent to the CU/GS-12 grade level in federal service (obtained in either the public or private sectors) performing the following work:
Identifying legal issues and conducting legal research on legal issues related to civil or criminal litigation matters;
litigating civil or criminal cases or administrative hearings; and
including experience in preparing pleadings, conducting extensive discovery, taking and defending depositions, and presenting evidence before courts or administrative tribunals.
GU-12 Grade Level
To qualify at the CU-12 grade level: You must have one (1) full year of post law school legal experience that demonstrates the ability to perform the work at the CU-11 grade level. At least 12 months of the legal experience must have been equivalent to the CU/GS-11 grade level in federal service (obtained in either the public or private sectors) performing the following work:
Defining legal issues and conducting legal research;
drafting legal documents and memoranda; and
analyzing federal rules and regulations.

CU-13 Grade Level:
Expertise in civil, criminal or administrative litigation, including drafting or reviewing pleadings and developing litigation strategy in complex matters, and coordinating production of evidence
Outstanding interpersonal skills; superior legal writing and research ability and a demonstrated commitment to professionalism and public service, and a demonstrated ability to work in a team environment
Experience managing outside counsel in performing legal work, or personally performing the full range of professional litigation tasks involved in reviewing, preparing, and presenting matters before courts or administrative tribunals
Experience advising management on complex legal issues, litigation strategy, and interpretive issues involving agency policy, statutes or regulations
Experience analyzing statutes and regulations and working collaboratively with clients to develop policy and procedures to implement legal requirements identified
CU-12 Grade Level
Outstanding interpersonal and communication skills and demonstrated ability to work in a team environment
Excellent legal writing, critical thinking and legal research skills
Demonstrated commitment to professionalism and public service
Assisting in the litigation process and preparing legal documents and memoranda for review
Litigation skills and experience or a willingness and desire to develop such skills and experience
Experience researching and analyzing statutes and regulations and clearly explaining legal requirements and options for compliance.
In addition to meeting specialized experience requirements, applicants much also meet basic requirements.
- You must have a professional law degree (LL.B. or J.D) of an accredited law school. In order to be considered, transcripts must be submitted at the time of application.
- You must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
