The purpose of this position is to carry out the Treasury Talent Outreach program. Specifically, this entails various duties associated with recruitment and outreach, stakeholder engagement, and branding and communication activities to achieve specific departmentwide recruitment goals and initiatives. The principal purpose of this position is to serve as a recognized expert for the department's overall talent acquisition endeavors.

Duties

As an Human Resources Specialist (Recruitment), you will: As a recognized expert and consultant in talent sourcing, develop written plans and procedures for self-use and use by other stakeholders and technical experts, to attract and assess the qualifications of top-tier candidates for select vacancies with the Department of the Treasury-including cadres of entry and mid-level positions, and the most hard-to-fill, critical, and most complex/emergent-skill positions across its bureaus. While adhering to merit system principles, proactively maintain communication and coalition with top-tier candidates and partnerships with staffing firms, government-run workforce organizations, educational institutions, veteran organizations, and other stakeholders to ensure departmentwide, maximized access to qualified talent. In response to third-party data and studies, stakeholder requests, or from own initiative, plan and execute systematically sound, departmentwide studies and research projects to explore potential solutions to the most challenging talent acquisition needs impacting organizations within the Department of the Treasury. Develop departmentwide policies and interpretive guidance (both written and audio/visual), develop internal operating procedures, and develop plans and propose approaches to achieve departmentwide long-term talent outreach goals and to solve issues regarding the lack of outreach to qualified candidates. Develop and implement policy to coordinate efforts of all bureaus within the Treasury, to unify the hiring process among bureaus.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-14 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes BOTH of the following: Developing outreach plans and strategies with top-tier talent to facilitate an organizations ability to attract, develop, and retain, top-tier talent; AND Developing written or audio/visual deliverables to inform and educate applicants and candidates regarding federal recruitment and employment. Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
