This ND National Guard position is for aSEXUAL ASSAULT PREVENTION & RESPONSE SPECIALIST (VICT ADV), Position Description Number T5555P01 and is part of the ND JOINT STAFF, National Guard.
Duties
Serves as the Joint Force Headquarters (JFHQ)-State Sexual Assault Response Specialist (Victim Advocate) for the military, civilians, and dependents. Providing 24/7 in-person and telephonic response, the incumbent under the supervision of the Sexual Assault Response Officer (State SAPR). The incumbent serves as the Domestic Abuse Victim Advocate (DAVA) providing assistance and advocacy for victims of spousal/intimate partner abuse, non-offensive parents/caregivers and victims of child abuse. This position will serve as facilitator to JFHQ-State personnel regarding victim of domestic violence and child abuse appropriate responses.
Assists victims of sexual assault and domestic violence towards the process of recovery, through advocacy and resource information.
Completes required reports/documents on incidents of sexual assault and domestic violence.
Under guidance and direction of DPH/Behavioral Health Officer the incumbent provides direct services to identified families experiencing domestic abuse utilizing an early intervention model designed to stop the abuse, promote healthy family interactions, and reduce incidences of initial and recurrent family maltreatment among military families of more complex cases.
Serves on the JFHQ-State sexual assault prevention and response (SAPR) Case Management team and ensures State SAPR is kept abreast of victim's status/case. For SAPR cases, consults regularly with the State SAPR on ongoing cases. For domestic abuse cases, consults regularly with the DPH on ongoing cases.
Facilitates or assists in the planning, scheduling, and delivery of sexual assault prevention and response and interpersonal violence prevention training for all JFHQ-State personnel, leadership, deploying personnel, volunteer or collateral duty Victim Advocates, and other key functional stakeholders to include annual refresher SAPR training.
Serves as liaison with community agencies and resource providers to implement programs and services regarding advocacy for victims, child behavior management/developmental strategies, communication and family cohesiveness and sexual assault.
Requirements

- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Spe 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved by the TAG.
- Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. Applicant must possess the basic requirements.
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position.
B. Combination of education and experience that provided the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
C. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree.
In addition to the basic requirement, applicants must have one year of specialized experience at the GS 09 grade level or civilian equivalent. The specialized experience includes: 1) providing professional advocacy services to victims or survivors of sexual assault and sexual harassment; 2) conducting assessments with clients to evaluate needs and risks; 3) recognizing the need for professional intervention and referring to appropriate services; 4) maintaining partnerships in the community, and conducting training/seminars on sexual assault/sexual harassment.

Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
