About the Position: This position is for a Contract Specialist with the Army Contracting Command located at Redstone Arsenal, Alabama. The purpose of the position is to serve as a Contract Specialist with the Army Contracting Command located at Redstone Arsenal, Alabama, within the Space, Missile Defense, & Special Programs (SMD&SP) Directorate, Secure Environment Contracting (SEC) Division of the Army Contracting Command-Redstone (ACC-RSA)

Duties

Review procurement work directives and procurement data packages for regulatory compliances, clarity and completeness. Responsible for preparing/issuing solicitations, contracts and/or task/delivery orders and amendments utilizing SEC procedures. Negotiate changes in the terms of the contract to include specifications, delivery schedules, payment, and shipping points. Performs contract management and administration during the post-award contract phase on both sole source contracts and IDIQ contracts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to random drug testing IAW AR 600-85. Applicant selected for movement into positions must sign DA Form 4019-R and must pass urinalysis testing as required prior to appointment and periodically thereafter.
  • This position requires a Top Secret - Critically Sensitive Information (TS/CS) clearance.
  • This is an Acquisition, Logistics, and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.
  • Financial Disclosure Statement OGE Form 450 is required upon entry into position and annually thereafter.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which involves 1) Performing all aspects of the procurement cycle to include formal advertising, evaluating proposals, contract negotiations, execution, and administration of supplies, equipment, services, construction and/or special assigned programs; 2) Performing pre-award and post award procedures to plan and conduct the contracting process; AND 3) Developing procurement packages to meet the needs of the agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementInitiation of WorkPreparation and NegotiationSolicitation of Offers Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
