The purpose of Election Assistance Commission's (EAC) Voting System Testing and Certification Program is to independently verify that voting systems applying to the EAC program comply with the functional capabilities, accessibility, security, and other requirements necessary to ensure the integrity and reliability of the voting system, as established in the Voluntary Voting System Guidelines.

Duties

The Election Technology Specialist works closely with the Testing and Certification Director and serves three distinct roles: 1) Project Manager 2) Assistant Auditor for Quality Assurance & Quality Management Systems; and 3) Election Technology Liaison. The incumbent will serve a key role in the Voting System Testing and Certification and Voting System Test Laboratory (VSTL) Programs. Responsibilities Manages voting system test campaigns including application, test plan execution, system testing, test case and test suite review, and test report review. Providing technical analysis of engineering change orders. Assisting with the development of policy determinations, process models, and standard operating procedures for the Testing and Certification Division. Serving as an assistant auditor for quality management systems and quality assurance audits to international, technical, and industry standards. Using knowledge of election technology policies, practices, and processes to facilitate communication amongst stakeholders, including security experts, election officials, academics, politicians, general public, etc. Adapting to evolving technology in order to improve Testing and Certification Division process and programs. Performs other duties as assigned.

GENERAL COMPETENCIES Ethics and Integrity: Maintain a high-degree of ethical standards, as well as refraining from any potential conflict-of-interest, consistent with Federal law and regulation. Follow practices to secure confidential. and proprietary information and materials that constitute trade secrets or that could jeopardize the security or integrity of election systems and elections in general. Communication: Demonstrated ability to clearly and succinctly communicate both verbally and in writing at a level applicable to the target audience, and to present on behalf of the agency in public forums. Collaboration: Work with internal and external stakeholders to facilitate the completion of election technology projects by exercising tact, resourcefulness, and effective communication skills with all levels of technical knowledge. Organization and Independence: Effectively organizes, coordinates, and independently schedules day-to-day projects to ensure that all assignments receive the appropriate attention and that established timelines are met. TECHNICAL COMPETENCIES Knowledge of project management policies and practices applicable to an array of election technology. Understanding of industry standards for quality assurance and quality management systems, including configuration management. Formal training on quality management systems may be required. Proficiency in interpreting and translating technical documentation and other communications to a multitude of audiences. Understanding of security (cyber and physical) practices, as applicable to election technologies.

Education

Bachelor's or higher degree with a technical background is preferred.
