This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number NGT5127000 and is part of USPFO. This is a National Guard Title 5 Excepted Service position. Duties

As a FINANCIAL MANAGEMENT ANALYST, GS-0501-9, you will: Location: Joint Force Headquarters State, United States Property and Fiscal Office (USPFO), Comptroller Division, Pay and Exam Branch. This position provides professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of their assigned State. This position serves as the subject matter expert for day to day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts.

Qualifications

General Experience - All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded-position and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire federal civilian service program applicant should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0501 position descriptions' resulting job analysis information and crediting plan data. ** All on-board Title 5 Excepted Service employees assigned to Series GS-0510 positions, are considered eligible for merit promotions if they have the competencies and a minimum of one year experience in the grade immediately below the next higher level. Specialized Experience - To qualify for hire consideration into one of the two ARNG USP&FO GS-0501-09 positions located in the JFHQ-State USP&FO, the applicant must be eligible for entry into the position's financial management certification career program based on the position's GS-grade before final approval and appointment is processed. The applicant must have at least three months of basic finance program training that provided knowledge of financial principles and procedures. The applicant must have a basic understanding of the basic principles and concepts of the National Guard financial business program requirements. The applicant must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. The applicant must have an understanding of the basic principles and concepts of the National Guard financial business program requirements. An applicant must have experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. For the ARNG USP&FO Financial Management Analyst position, GS-0501-09, the applicant must have the knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable, and Travel Pay. Skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Experienced and competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances. Substitution of Education for Specialized Experience. To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. As a condition of continued employment in the GS-0501-09 positions, dependent on each position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Knowledge of the USPFO organization, mission, and functions. Knowledge of commonly used fiscal control systems' regulations, policies, procedures, and guidance that specifically pertain to the work. Knowledge of military and civilian pay entitlements and allowances, and military and civilian travel entitlements. Knowledge of review and analysis techniques including statistical sampling techniques and procedures.
