The Director is responsible for the effective management of multiple components of the RCS system including Vet Centers, Mobile Vet Centers, out-stations, community access points, and the RCS Contract for Fee Program
Duties
Major Duties:
The RCS District Director serves as the chief executive of an RCS District, an integrated readjustment counseling service delivery system.
Formulate and implement major operating policies and plans for effective governance of an organized and interdependent but decentralized readjustment counseling service delivery system.
Undertake reengineering, system and job redesign, and other reorganization to ensure effective provision of services in a cost-effective and efficient manner.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement:
Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Well Qualified CTAP applicants must meet all specialized experience elements. Examples of specialized experience include:
Effective management of multiple components of the counseling system including locations such Vet Centers, Mobile Vet Centers, out-stations, community access points, and the RCS Contract for Fee Program.
Serve as a systems manager, utilizing administrative skills, creativity, and innovation to ensure that RCS employees and physical assets provide eligible clients with readjustment counseling services.
Lead a management team organized for the purpose of providing a collective of therapeutic and community endeavors including professional readjustment counseling; bereavement counseling.
Provide leadership and managerial oversight in the following areas: systems and business management; strategic planning; quality assessment and improvement; human resources; professional staff management; and personal leadership and ethics.
Formulate and implement major operating policies and plans for effective governance of an organized and interdependent but decentralized readjustment counseling service delivery system.
Solve complicated and multifaceted issues that arise from providing quality readjustment counseling services across a district with differing local Veteran and Service member population needs.
Undertakes reengineering, system and job redesign, and other reorganization as necessary to ensure effective provision of services in a cost-effective and efficient manner.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
