About the Position: You will serve in the Office of Counsel, which is comprised of the District Counsel, seven Assistant District Counsels and one paraprofessional. The Memphis District is one of forty-three Corps districts worldwide and one of six districts in the Corps' Mississippi Valley Division. The Memphis District delivers flood risk management, navigation, environmental stewardship, emergency operations, other authorized civil works.
Duties
You will independently plan and execute assignments across the full spectrum of U.S. Army Corps of Engineers legal services, conferring with the District Counsel, Deputy District Counsel, or Team Lead on unusual problems and unfamiliar matters.
Utilize a comprehensive working knowledge of federal law and regulations, and of USACE directives and policies, to efficiently and effectively develop legal solutions to assert and defend Army and Corps interests and equities.
Provide oral and written legal advice, guidance, and assistance for other activities of the Memphis District.
Research a wide variety of court decisions, legislation, regulations and policies in providing assistance on these matters.
Challenge will include the following: handling a large volume of complex actions in a timely manner; providing quality legal services for a large volume of actions.
Establish and maintain good working relationships with District elements and others.

This is NOT a remote or full time telework position. The duty station is Memphis, TN. There may be an opportunity to telework a portion of the work week

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade GS-13: If currently employed as an attorney by the Federal Government you must have completed 1 year at the next lower level (GS-12) within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
If qualified, your application package will be evaluated as to whether and how your experience, knowledge, skills, training and/or education clearly reflect that you possess the following required knowledge, skills, and abilities (KSAs) to successfully perform the duties of this position:
1. Ability to effectively assist in providing the full range of legal services performed by the Memphis District Office of Counsel; to work effectively with military and civilian leaders, senior staff, and other attorneys in the U.S. Army Corps of Engineers, with officials and counsel in other governmental entities at all levels, and with private parties; and, to effectively deal with agency jurisdictional issues.
2. Ability to develop and utilize innovative approaches in solving problems, formulating effective solutions, and resolving complex issues.
3. Knowledge, experience, and ability to effectively advise in the following areas of federal law and practice: a) military, civil works and support for others programs, including civil works project authorities, project formulation, appropriations, fiscal law, project cost sharing agreements, and development and use of water supply; b) real estate acquisition, management, and disposal; c) contracting for services, supplies, and
construction; contract procurement and protests; procurement fraud; contract administration; and, contract dispute resolution, claims and appeals; and, d) dispute resolution and litigation.
4. Knowledge, experience, and ability to effectively advise in the following areas of federal law and practice: a) ethics, conflicts of interests, and standards of conduct; b) Equal Employment Opportunity, personnel and employment law, and labor-management relations; c) administrative law including Privacy Act, Freedom of Information Act, non-contractual claims (tort, admiralty, and affirmative), constitutional law, personal liability, and Native American law; and, d) environmental and regulatory law and procedures relating to environmental protection of natural resources, including Clean Water Act, Clean Air Act, and National Environmental Policy Act.
5. Knowledge and experience in handling complex litigation in a variety of practice areas in federal courts and administrative bodies such as EEOC, MSPB, and the ASBCA.
6. Ability to communicate effectively, both orally and in writing, with diverse clients and constituencies on varied and complex topics.

Education
The following minimum qualification requirements must be met before applicants are eligible for further consideration.
Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate
with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
