This position is located at the Edward Hines Jr., VA Hospital. The incumbent serves as the integrator that coordinates the business process and software functions. The incumbent will also provide continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level.

Duties

Establishes administrative qualitative standards; the objective which is intended to improve programs, facilities and operations. Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements. Plans initiatives for hardware and software needs for the service. Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. Develops initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner. Coordinating, planning, implementation, and training for service and facility staff in business and functional areas for various information technology VISTA packages, e.g. ADT (Admissions/Discharge/Transfer); Scheduling; PTF (Patient Treatment File); and Medical Record Tracking. Serves as the functional expert for matters relating to the Patient Information Management System (PIMS) core package. Provides training on other service packages, such as Pharmacy, Radiology, Laboratory, and health Summary, as they relate to the business office process. Identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems. Coordinates with other staff to identify information needs and develops data collection methods and report formats to meet those needs. Organizes, compiles, summarizes, and analyzes the data collected and develops reports which reflect the scope of activities and identifies trends and opportunities for improvement. Ensures data is being captured and reported accurately and appropriately. Develops performance standards and conducts performance evaluations. Responsible for carrying out established personnel functions and practices. interviews new employees, recommends selection, and carries out training and development of assignments, awards or disciplinary action. Keeps employees informed of management goals and objectives and higher level supervisors informed of employee participation and concerns. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to the GS-09 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Supervisory Program Applications Specialist position to be filled.Examples of specialized experience would typically include but are not limited to: Use qualitative and quantitative techniques to analyze and measure effectiveness, efficiency, and productivity of programs. Comprehensive knowledge of facility software programs and their interrelation to train staff, identify issues, identify software feasibility, and modify programs. Use management analysis techniques and methods to develop and refine information. Provide advice, guidance, recommendations on integration issues and develop workflow processes integrated with software solutions. Apply user acceptance testing principles, methods and approaches to test, debug and maintain software applications. Trouble-shooting software design and implementation. Retrieve, track and trend information for analysis and reporting. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Note: Must provide transcripts and the education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only related graduate level education may be used in combination with experience. Note: Experience must be documented in your resume and must provide transcripts. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
