Duties
Executes and supervises the execution of all staffing actions within the Division.
Advises supervisors and managers regarding regulatory requirements of a variety of recruitment and placement actions ranging from routine to uncommon.
Plans, organizes, coordinates, and reviews program activities to ensure they meet staffing requirements of the serviced organizations.
Advises supervisors and managers in the application of administrative flexibilities such as recruitment, relocation, and retention bonuses, excepted service appointments, compensation alternatives.

- Selectee must successfully pass pre-employment prior to appointment.
- Selectee may be required to serve a one year supervisory probationary period.
- Males born after 12/03/59 must be registered for Selective Service.
- Selectee must be able to obtain and maintain a moderate risk public trust clearance.
- Confidential Financial Disclosure report may be required.
- TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.
Qualifications
To qualify for the Supervisory Human Resources Specialist, PG -0201-14, you must meet the following requirements:
The applicant must meet the Selective Placement Factors, Quality Ranking Factor, and Minimum Qualifications: Selective Placement Factor: Skills, Knowledge, Ability or other work characteristics basic to and essential for satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment or placement and represent minimum requirements for a position. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration. (Note: You must address the Selective Placement Factor (s) in a separate attachment to your resume. If you do not address the Selective Placement separately from your resume you will receive no further consideration for this position.)
The Selective Placement Factor #1 for this position is: Experience (1) advising on recruitment, staffing, compensation regulations; providing advice on hiring flexibilities, hiring authorities, and incentives for recruitment, relocation, and retention; (2) Utilizing a Staffing system to perform recruitment and selection activities (i.e. post vacancy announcements, rate and rank candidates); (3) advise on setting and adjusting pay for new and continuing employees.
Quality Ranking Factor: This position will require conducting Delegated Examining, i.e., examine applicants for competitive service positions that are open to all U.S. citizens including current federal employees. It is desired that the incumbent have or be able to obtain and maintain their Delegated Examining (DE) Certification. (Current DEU certificate must be submitted with application if currently certified)
Minimum qualifications at the PG-14:To minimally qualify for the PG-14 level, you must have one year of specialized experience at the PG-13 (or equivalent) level or higher. Examples of qualifying experience for the PG-14 level include,
(1 experience Leading, supervising or managing in a HR Operational office with multiple HR functions including recruitment/staffing, pay and compensation, and HR automation;
2) providing policy, advisory and technical support services to troubleshoot and resolve the most difficult and complex HR problems;
3) researching and analyzing regulatory guidance to ensure compliance;
4) providing technical direction on and managing an automated staffing system (i.e. USA Staffing).
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
1) Ability to assign, review, and supervise/Lead the work of others;
2) Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
3) Ability to adjust to change, work pressures, or difficult situations without undue stress.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
