The primary purpose of this position is to provide strategic direction through the development, implementation, and documentation of a comprehensive program to ensure compliance of research and development activities conducted by John D. Dingell VA Medical Center (JDDVAMC). The Research Compliance Officer (RCO) is mainly concerned with the expertise and mastery of research compliances program development and as such will provide guidance and counsel to management in that regard.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performing verifiable research auditing;
Understanding of nationally recognized auditing / monitoring systems to include laws, regulations and policies;
Monitoring a wide range of research activities (e.g. pharmaceutical, mental health services, social sciences, physical health, tumor and tissue research, behavioral and other nonbiomedical methods, animal research, and laboratory research);
Ensuring requirements are met by other federal departments and agencies that work collaboratively with VA;
Evaluating methods and techniques to apply towards issues or studies to improve efficiency and effectiveness;
Meeting knowledge requirements for human subject protections and credentialing of research staff;
Having mastery and knowledge of interrelated federal and state laws, regulations and VAH/VA requirements governing: PROTECTION OF HUMAN SUBJECTS IN RESERCH, LABORATORY ANIMAL WELFARE, & RESEARCH SAFETY AND SECURITY;
Resolving major issues and meeting program goals and objectives by using VA policies and administrative operations;
Possessing computer skills to include office software, internet/intranet communication networks;
Presenting skills with the ability to speak and write reports containing both graphic and statistical data.
Preferred Experience: Two (2) or more years of experience in Research or Research compliance

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: No special physical exertion is required other than walking in a large tertiary care facility. The
work does require good speaking ability (for training and education purposes) and manual dexterity (computer keyboard skills).
Work Environment: The work is primarily performed while sitting though some work requires walking and periods of standing. Occasionally incumbent is required to carry light objects, such as files, mail, laptops, supplies and papers.
