The Supervisory Program Specialist position is in the Office of the Associate Director of Patient Care Services of Central Arkansas Veterans Healthcare System under the direct supervision of the Associate Director of Patient Care Services. This position will include daily interaction with the members of the facility Executive Leadership Team (ELT), their Executive Assistants, Secretaries and Service Chiefs.
Duties
Provides oversight of the daily operations of the entire Associate Director Patient Care Services office.
This position directly supervises 10 administrative staff who provide administrative support at two campuses and eight Community Based Outpatient Clinics (CBOCs); providing direct supervision to employees performing a variety of duties supporting the patient care services experience at the Central Arkansas Veterans Healthcare System.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
Develop performance standards.
Exercises proper EEO practices and promotes the EEO policy of this medical center.
Initiates recruitment action, interviews and selects new employees in collaboration with Executive Leadership.
Advises and provides recommendations to senior management related to strategic and tactical planning, project management, and program administration.
Understands and interprets principals of law incorporated into the Federal Acquisition Regulation.
Government purchase card approver for the Service to ensure buyers do not exceed purchased
daily limits.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience:
Experience providing training on administrative policies, procedures, and common rules of correspondence.
Experience managing contracts and monitoring vendor agreements.
Experience preparing presentations for senior leadership.
Experience developing short and long term goals as well as programs to meet those goals.
Experience collaborating with senior management when it pertains to decisions, policy making, etc.

Physical Requirements: Work is mainly sedentary in nature to include work at a desk and computer terminal. Physical demands involve walking to meet work contacts and attendance at meetings. Demands may involve some lifting and carrying of office supplies and/or files. Traveling off-station to various meetings is necessary and working overtime hours may be necessary in order to accomplish job responsibilities.
