Duties
This Contract Specialist position is located in Contracting and Procurement (C&P), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as a team lead for Contracting and Procurement.
Provides overall strategic planning for major acquisitions and ensures program/projects meet business needs for timeliness, functionality, and overall program efficiency and effectiveness. Provides recommendations to senior leadership on short term and long range acquisition program activities, including problems encountered from compliance reviews and proposes solutions that may include training to reduce knowledge gaps for other contracting staff and improve overall COR performance.
Serves as subject matter expert and principal point of contact on interpreting complex policies and develop new approaches in solving difficult contracting issues.
Exercises leadership by providing guidance to less-experienced specialists, professional, managers, or administrative support staff, leading large project/program teams. Defines and develops internal policies and procedures and recommends solutions to complex contracting issues.
Plans and carries out broad contracting functions characterized by large funding levels extending over a long period of time for highly critical and visible programs having agency-wide impact.
Provides expert consultative advice, guidance and instruction, both within TSA and as part of Homeland Security or inter-agency task forces or groups on highly complex contracting issues which often cross multiple projects/programs or functional areas. Interprets broad policies and objectives and develops new policies, procedures and approaches consistent with TSA operating requirements and strategic object.
Qualifications
Basic Qualifications:
You must meet all requirements listed below (A, B, C and D), unless you are covered by an exception or an individual training waiver is necessary:
A. Experience: A minimum of four years of progressively more responsible experience in contracting or related positions. At least 1 year of that experience must have been specialized experience equivalent to at least the SV-I Pay Band or GS-13 in the Federal Service, or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position (see section D for specifics).
B. Education: A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Training Requirements: Completion of all Level I, II and III training in accordance with DHS training requirements that are further defined in DHS, OCPO Interim Policy on Professional (GS-1102) Career Information and the Federal Acquisition Certification in contracting (FAC-C) Program. All Level I, II and III training must be completed within 18 months of assuming the position. The Department may obtain an Individual Training Waiver for an individual who does not meet the DHS Training Requirements so that applicants who do meet the above education and specialized experience requirements, but do not meet the above listed DHS Training Requirements, are encouraged to apply. The Department must obtain the waiver from the DHS Chief Procurement Officer prior to extension of an employment offer.
D. Specialized Experience is defined as experience which provides the knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized Experience: In addition to the Basic Education Requirements, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Applying contracting laws, regulations, principles, and procedures to plan and carry out contracting and procurement activities; AND
Performing contract management activities such as requirement definition, source selection, contract execution, and contract management in pre- and post-award phases on large scale contracting actions; AND
Applying project management principles and techniques to lead teams in complex acquisition program activities.
Exceptions to Qualification Requirements (Applicable to Internal or Status Applicants Only): As of January 1, 2000, all GS-1102 employees who had continuously encumbered GS-1102 positions are considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades GS-5 through GS-12 or equivalent will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12 or SV-H. This includes positions at other agencies and promotions up through grade GS-12 or SV-H. However, employees must meet specialized experience requirements when seeking another position.
Selective Placement Factor for the J pay band (GS-14 equivalent): You must possess Level III of the Federal Acquisition Certification in Contracting (FAC-C) certification, a Defense Acquisition Workforce Improvement Act Level III certification in Contracting (DAWIA Level III) or a FAC_C (Professional). Copies of certifications are required at the time of application.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
