You will serve as a QA Specialist (Mechanical) in the San Diego Detachment (630), Quality Assurance Division of SUPERVISOR OF SHIPBUILDING BATH.

Duties

You will plan and apply quality assurance (QA) methods and techniques to audit and monitor the contractor's QA system and processes. You will maintain familiarity with a variety of requirements and specifications concerning shipboard Mechanical systems and infrastructure. You will provide detailed and retrievable documentation of all quality and performance aspects directly observed. You will prepare and monitor surveillance plans, and sampling criteria, for the fabrication, installation, activation, testing and trials of numerous shipboard systems. You will monitor the capability of the builder's processes, regularly audit their in-process execution, and inspect the final products produced. You will assess a ship's readiness to operate during acceptance trials, and provide assessment, and recommendation to the supervisor concerning delivery readiness, for the vessels under our purview. You will provide primary contractual and quality oversight of the Government contracted Ship building and repair efforts conducted by the National Steel and Shipbuilding Company (GD-NASSCO), and other such ship construction and repair efforts. You will ensure products and services delivered to the Government are in complete compliance with the requirements of those contracts assigned for administration, and suitable for use in the environment for which it is intended. You will work closely with the builder to provide guidance, and maintain positive forward progress toward critical milestones. You will provide assessment on the acceptability of the Contractor's QA program.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector conducting quality assurance inspections, assessments, reviews, or audits of identify trends, conditions, or issues in the manufacturing of shipboard system components, products, or materials for shipbuilding projects or construction. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • successful completion of a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
  • successful completion three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
  • successful completion of an LL.M. degree that is related to the position being filled. -OR-
  • a combination of experience and graduate education as described above that equates to one year of experience.
