You will serve as a Deputy Director in the Quality Assurance Directorate of SUPERVISOR OF SHIPBUILDING BATH.
Salary Range by Geographic Location:
Marinette, WI: $122,198 to $186,854
Bath, ME: $138,046 to $191,900
San Diego, CA: $139,176 to $191,900

Duties
You will direct, guide, monitor and evaluate the Command's Quality Assurance (QA) efforts to establish uniform and systematic procedures and techniques for governing quality operations.
You will be responsible for providing oversight necessary to ensure that all elements of the Contract Administration Quality Assurance Program (CAQAP) are in place, resourced properly and executed in accordance with SUPSHIP Operations Manual (SOM).
You will participate in resolving complex quality assurance issues for both new construction and repair/overhaul of ships.
You will lead, define, manage and integrate efforts with the process management team to establish and implement uniform, systematic procedures, process compliance, and continuous process improvement.
You will utilize proper contract administration and technical authority provision in order to ensure the technical adequacy and quality of the Contractor's products.
You will be responsible for document reviews, procedure evaluations, product verification inspections, quality audits and corrective actions are performed to determine that the contractors' performance of work complies with contract requirements.
You will direct the review of the adequacy and acceptability of the contractor's quality programs and inspection systems.
You will be responsible for long range planning, developing and implementing the QA program and goals to ensure that contractual obligations are met.
You will oversee the execution of QA methods and techniques to audit and monitor the Contractor's QA system and processes.
You will resolve grievances and complaints and ensure employees receive adequate training.
You will advise employees on administrative policies and procedures.
You will provide administrative and quality program continuity, including technical guidance and direction on the contract administration functions of the Procurement QA Program.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing a quality assurance program to ensure compliance with quality control requirements or contract specifications for the maintenance, modernization, overhaul, repair, or construction of surface ships or submarines.
