The primary purpose of this position is to serve as the VA/DOD, Kentucky and Tennessee National Guard Liaison for DOD Joint Ventures between the Tennessee Valley Healthcare System, Veterans Integrated Services Network (VISN) 9 and Department of Defense (DOD) partners at; Blanchfield Army Community Hospital, Ft. Campbell, KY, Arnold Air Force Base, Tullahoma, TN, Fort Knox Army Base, KY, the Bluegrass Army Depot (Richmond, KY) Kentucky, Tennessee National Guard and Millington Navy Base, TN.

Duties

The incumbent functions as the primary representative for the TVHS Executive Director and the VISN 9 Network Director, serving as the conduit for the administration and financial oversight of the entire Joint Venture program, Joint Incentive Fund (JIF) and other special projects between the TVHS/VISN 9, DOD and the KY and TN National Guard, providing direct oversight and management of several complex sharing agreements serving as an advisor to Executive Leadership regarding VA/ DOD Shared Resource policy and programming of resources. The core duties of this position include but are not limited to: VA & DoD Demographics and Market Analysis Facility Planning and Space Utilization Management (for shared facilities); Group Facilitation for Program Development Requires a thorough understanding of healthcare policy, financial planning, strategic planning, and opportunity analysis. Point of contact between stakeholders and Healthcare System. Directing and managing a system for developing, maintaining, and refining formal agreements between BACH/Arnold, VA and external entities as well as with any other DoD partners in the future. Expert knowledge required to research present and future objectives of both departments, track Congressional and other stakeholder interest, recognize and respond to trends in program performance, anticipate future directions for collaboration. Extensive interpersonal skills necessary to present recommendations and negotiate solutions to disputed recommendations. Knowledge and skill sufficient to perform on and lead teams in planning, organizing, and conducting complex studies in the context of long-range requirements short-term objectives. Lead and/or facilitate the work of others to accomplish projects for which the incumbent is responsible. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023. INDIVIDUAL OCCUPATIONAL REQUIREMENT: 1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR 2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT MUST BE PROVIDED.)NOTE: CANDIDATES USING EDUCATION TO MEET THE INDIVIDUAL OCCUPATIONAL REQUIREMENT MUST SUBMIT AN UNOFFICIAL TRANSCRIPT OF CONFERRED DEGREE BY THE ANNOUNCEMENT CLOSING. In addition to the Individual Occupational Requirement, you must also meet the Time-in-Grade Requirements below: TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, applicants must also possess the specialized experience as described below: GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: Contributing and providing recommendations to the establishment of policy and programs by providing information and recommendations. Preparing formal and informal memoranda, briefings, etc. Developing written planning documents, preparing, and delivering presentations to multiple groups. Conducting sophisticated analyses which may include projected utilization and financial assessments. Coordinating and integrating the work of a variety of VA and DOD personnel to meet implementation requirements, to include developing detailed procedures and guidelines to supplement administrative regulatory and program guidance that influences rapidly growing shared healthcare programs. Analyzing demographic trends in medical care, innovations regarding new healthcare concepts, and how these principals can be utilized in joint venture programs with DOD. ***PLEASE NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
