The primary purpose of this position is to exercise second level supervisory and managerial authorities over the IT Plans and Commodities Division including the IT Plans and Content and IT Commodities Branches. Responsible for interpreting and implementing policies, executing authorities, developing guidance, standards and processes for the division's mission.
Duties
Directs and coordinates Total Force HR IT systems and IT commodities. Responsible for seeking out, recommending and reporting on emerging technologies. Develops policy and procedures governing integration of HR systems application, and activities. Recommends planning implementation for Authorities to Operate, cloud based computing, robotic process automation and self-service applications.
Provides customer technical assistance and support. Provides ongoing technical support to customers to ensure proper functional use of equipment and programs and to preclude undue interruptions to IT services.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
Plans, organizes, and oversees the activities of the IT Plans and Commodities Division. Develops goals and objectives that integrate organization and HR IT functional projects and hardware/software related to customer support throughout the organization.

- Work may require travel away from normal duty station. Incumbent may be required to travel, sometimes on short notice, on military or commercial aircraft or any other designated means of travel

- Must be able to obtain and maintain a Secret security clearance
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes directing programs that perform complex administrative and technology work. Program segment and work directed typically have coverage which encompasses Tier 0 HR IT service delivery to Air Force installations and customers worldwide
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of management and leadership principles including leading diverse teams and/or organizations. Knowledge of safety and security regulations, practices, and procedures.
2. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
3. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
4. Ability to communicate both orally and in writing. Comprehensive knowledge of a broad range of Military Human Resources/Personnel service delivery systems, programs, principles, concepts and applications.
5. Basic knowledge of Knowledge Management programs, principles, concepts and applications.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
