About the Position: Serve as the principal staff advisor to the Division Commander, Deputy Commander, and Chief of Staff principles on matters relating to civilian workforce management for the Division Headquarters. Note: Recruitment incentives, including student loan repayment, may be offered to highly qualified candidates.

Duties

Advise Division headquarters personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions. Act as the liaison with the local servicing Civilian Personnel Advisory Center (CPAC) team, the Division headquarters staff, and the Human Resources Strategic Advisors to assist management in the effective utilization of workforce resources. Coordinate workforce actions within the Division headquarters and assures adequate justification is provided on personnel and position actions requests. Review organizational requirements and/or conducts studies relating to such factors as turnover, mission, and technology to identify staffing trends, anticipated vacancies, retention deficiencies to develop staffing requirements and plans. Provide guidance and advice to management on recruitment and outreach initiatives. Perform in-depth review of outgoing personnel actions. Advise the Deputy Commander and Chief of Staff on the Defense Performance Management and Appraisal Program (DPMAP) program. Manage the Awards program which includes performance, honorary, service and retirement awards. Provide direction and managerial oversight in order to assure that management controls are in place and effective in preventing fraud, waste and abuse.
