You will serve as a SUPERVISORY PROGRAM ANALYST/DIRECTOR/BPC DIVISION in the Navy International Programs Office (Navy IPO) of NIPO BUILDING PARTNER CAPACITY SUPPORT.
Duties
You will serve as a technical authority/advisor to the Deputy and Dir of the Global Security Coop Directorate, Exec Dir, Navy Intl Programs Office and Deputy Asst Sec of the Navy (Intl Programs) regarding Building Partner Capacity (BPC) programs.
You will provide general and specific management oversight of subordinates in the Directorate regarding assigned program initiatives, to ensure effective program implementation and consistency with existing policies on a long-term basis.
You will be responsible for the overall planning, direction, and success of substantial programs, and systems development efforts that have great significance to the Command.
You will apply knowledge of the Department of Defense (DOD), DON, and Navy IPO program goals and objectives to evaluate programs related to security assistance, technology security, and arms control.
You will perform the full range of administrative and technical supervisory duties and supervise assigned staff in managing DON BPC programs.
You will identify and develop ways to resolve problems and manage issues that directly affect the accomplishment of assigned program goals and objectives.
You will conduct presentations and briefings at the DOD, DON and organization levels.
You will be responsible for understanding and actively supporting the Command's Affirmative Action/EEO Program; ensuring EEO principles are reflected in all aspects of personnel management.
You will develop and promulgate DON and the Navy IPO guidance and procedures as associated with BPC programs, which support training and equipment to national security forces of foreign countries for the purpose of building capacity.
You will apply an extensive knowledge of administrative laws, policies, regulations, and precedents applicable to critically important programs that provide direct support to the Combatant Commanders (COCOMs) to achieve regional objectives.

- You will be required to possess and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This a Defense Acquisition Workforce position that requires a Program Management, Practitioner acquisition certification. Incumbent has 60 months to earn this certification. Must obtain and maintain certification in accordance with DoD Instr 5000.66.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
- This is a Security Cooperation (SC) position and requires a DoD SC Certification in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 U.S. C., Sect 384.
- Incumbent must maintain "good-standing" in an appropriate Area of Concentration (AoC) and Security Cooperation Workforce (SCW) Certification within prescribed timeframes. SCW level required: INTERMEDIATE.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band NH-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Managing, leading, planning, and executing programs;
Developing detailed plans, goals, and objectives for long-range implementation and program administration;
Assigning work and establishing priorities; and
Evaluating performance of subordinates.
