You will serve as a EEO SPECIALIST in the Office of Equal Employment Opportunity (OEEO) and Diversity Management of ASSTSECNAV M-RA WASHINGTON DC.
Duties
You will act as the Lead Final Agency Decision (FAD) Analyst in the DON Office of Equal Employment Opportunity and the Team Lead for the Complaints Program and Final Agency Decisions (FAD) Division.
You will review and assess the quality of FADs, mentor new staff and provide feedback for improvement in case analyses and writing FADs, coordinate the submission of missing documents, and remand deficient cases requiring supplemental investigation.
You will review, analyze, interpret, and apply EEOC and Federal case laws, statutes, regulations, policies, practices, and procedures as they pertain to equal employment opportunities, civilian employment, and working conditions.
You will research, review, and analyze discrimination complaint cases for appropriateness of decision and remedy, direct and recommend appropriate remedial actions, and draft/prepare decision letters determining the merits of a complaint(s).
You will brief on the rationale/support to final actions, assist the Complaints Manager with FAD administrative responsibilities, and recommend needed additional oversight and training for FAD staff.
You will train and mentor staff assigned to do FAD in case analysis and writing appropriate FAD, assess the quality of the FADs submitted, and provide feedback for improvement.
You will coordinate with servicing offices submission of missing documents needed to write an appropriate and accurate FAD.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Serving as a technical expert on all legal, administrative, and procedural matters concerning EEO complaints of discrimination;
2. Analyzing, interpreting, and applying case laws, statutes, regulations, policies, practices, and procedures to equal employment opportunities, civilian employment, and working conditions;
3. Conducting legal research using statutes, regulations, administrative guidance, and case law to inform legal analysis;
4. Mentoring staff and providing feedback for improvement in their case analysis and writing FADs; and
5. Drafting/recommending appropriate remedial actions and preparing well-written, legally sound decisions dealing with complex issues and cases such as class action complaints, findings of discrimination, compensatory damages awards and attorney's fees, numerous combined complaints, and mixed cases.
