This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provides responsibility for production related activities for new equipment systems and subsystems, and/or major modifications.
Duties
Review blueprints and other technical data.
Research files and reports to identify problem areas.
Brief officials concerning equipment issues, problems, and requirements.
Recommend equipment modifications.
Perform systems analyses of complex programs and major problems associated with supply systems.
Develop functional guidance for new systems and for system modifications.
Coordinate systems changes with representatives of all organizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent to obtain and maintain the Personal Reliability Program clearance.

In order to qualify, you must meet the education/ experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-11 grade level based on your experience, your resume must describe at least one year of specialized experience which includes 1) Advising on production techniques, shop layouts, standardized maintenance procedures, standardization and interchangeability of parts, tools, and components; 2) Providing technical data for procurement packages and maintenance manuals.; 3) Exercising continuing responsibility for facility/building environmental controls, automated control system(s) and components of equipment systems and subsystems; and 4) Developing functional guidance for new systems and for system modifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or a major study in engineering, industrial arts, property management, or business administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
