This position is aligned within Patient Care Services, at the Tomah VA Medical Center, Tomah, Wisconsin. The Program Specialist supports the Nurse Leader as the Program Manager for the Safe Patient Handling and Mobility (SPHM) program and is responsible for developing, implementing, and maintaining continuous evaluation of the Tomah VA Medical Center program for SPHM.

Duties

Evaluates and make recommendations for improving the health care delivery system. Manages the efficient and effective coordination and accomplishment of the planning, scope, development, design, and direction of major projects as related to SPHM. Manages and oversees several control points for SPHM. Supports data collection and various aspects of risk management, performance improvement, and clinical practice for Nursing Services. Creates/maintains records and reports program goals and progress toward attainment of goals/performance measures. Collects and tracks program metrics for Human Resources (HR), Office of Workers' Compensation Programs (OWCP), and Root Cause Analysis (RCA) Programs. Accesses databases as needed for tracking and reporting progress toward goals/performance measures and demonstrates strong spreadsheet and word processing skills. Evaluates compliance with The Joint Commission Standards, and internal and external auditors regarding SPHM, including staff education and development. Collaborates with managers to develop a strategy for dissemination of information, education, and justification of the SPHM Program for facility staff. Collaborate in developing, conducting, and evaluating SPHM research activities and programs. Work Schedule: Monday - Friday, 7:30 AM - 4:00 PM or 8:00 AM - 4:30 PM Compressed/Flexible: Ad Hoc pending completion of agency requirements. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Development, implementation, maintenance, and continuous evaluation of the facility's program, Development and implementation of policies and procedures for a healthcare system, Strategy development for dissemination of information, education, and justification, Data Management/Reporting. OR GS-11 Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,GS-11 Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience directly related to the work of the Supervisory Program Specialist position and at least 1 year (18 semester hours) of graduate level education beyond a Master's or equivalent degree. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. May require occasional travel.
